RE: 1.8 -- Am I understanding correctly that this 1.8 patch forces to register their game via Steam in order to provide access to the necessary patch?
RE: 1.2 -- Are all other 1.2 servers all unavailable?

Hey Vag,
Ok, I tried playing on 1.7 servers and had no problem. Didnt we have a 1.7 server, maybe this would be the best way to go. I bought the 1.8 game but 1.7 might be the best way to continue?

Glad to know that 1.7 still works; that's helpful direction. Presumably 1.2 does also, but thanks to GameServers we are now required to host a Steam™ 1.8 version.
Invariably there have been times in the past when such considerations have been discussed. I am dismayed that we would be forced down this path. I'm trying to get more information and will keep everyone updated. In the mean time, I was just informed by GS tech support:
Yes, Call of Duty 4 should be obtained officially through Steam. I can recommend trying your server with a fresh supported copy through the Steam launcher. Our security improvements run parallel with the Steam launcher's architecture.
